Council approves emergency-only access to Vista West for Mountain Estates, 4–1

The Star Valley Ranch Town Council voted to allow emergency-only access to Vista West for the Mountain Estates development, approving the measure 4–1 at its March 26 work session.
Councilman Toolson moved to permit emergency access and Councilman Bitter seconded. Mayor Rok and Councilmen Toolson, Bitter and Merrill voted in favor; Councilman Ellis voted against the motion. Councilman Merrill said the approval should carry conditions, asking that the council require specifications for the gate location, a plan for winter maintenance, and clear assignment of responsibility to the developer.
Mayor Rok said she will draft a letter to the developer stating the council's conditions and concerns. The motion was framed narrowly to allow emergency access only; the council did not adopt broader approvals for development or permanent road access during the session.
The decision follows council discussion that the town should be prepared for how a future development might affect municipal services, while some members cautioned against committing to measures before plans are fully developed. No ordinance or permanent land-use change was approved at the meeting.
