Planning staff presented the rezoning request and explained the parcel’s context — a mix of residential, agricultural and commercial uses along a minor arterial — and noted C1 zoning does not permit restaurants. The applicant has remodeled the vacant building and proposes a carry‑out operation. Staff said public safety services (fire, EMS, police) would be provided from nearby industrial park locations.
No members of the public opposed the request at the hearing. Commissioners said they welcome the reuse of a vacant commercial building and noted a carry‑out restaurant would be a convenience for nearby residents. The motion to rezone passed unanimously on a recorded voice vote.
