Council holds public hearing on redirecting $950,000 CDBG to Carver Park and Reginald Strickland Center

Mayor Raleigh York, Jr. opened a public hearing on a proposed redirection of a $950,000 Community Development Block Grant (Neighborhood Revitalization) to support redevelopment of Carver Park and the Reginald Strickland Community Center.
Parks and Recreation Director Cory Tobin spoke in favor of the redirection, saying the investment would improve safety and public gathering space while honoring the site's history. Tobin told the council that an RFQ for architectural design was already out and staff planned to solicit community input on the new facility's program and layout.
"Investing in this location means creating a safer, newer, and better space for recreation and community connection," Tobin said, recommending use of the funds to both honor the park's history and build upon it.
No one else spoke for or against the proposed redirection at the hearing, and Mayor York closed the public hearing during the meeting.
What happens next: staff will continue the RFQ process and gather community feedback as design proposals are evaluated and a final project plan is developed.
