Board approves rezoning of 211 Elkin Highway to Highway Business

Mayor Randy Huffman and the Board of Commissioners on March 3 unanimously approved a zoning map amendment that rezones 211 Elkin Highway (Parcel ID 1403300) from LI Light Industrial to HB Highway Business.
Joseph Kamperman, the town’s Planning & Inspections Director, opened the public hearing and explained staff had notified the applicant and surrounding property owners and posted the site. The applicant, identified in the transcript as Mr. Soctt Nafe, told the board the request was reasonable.
Commissioner Sandra Espin moved to adopt the consistency statement dated March 3, 2026, and to approve the zoning map amendment. Commissioner Alex Hamilton seconded the motion and it passed unanimously (4-0).
The board’s written finding, read into the record, states the amendment is “CONSISTENT with the Comprehensive Plan and INCONSISTENT with the Future Land Use Map” and says approval would encourage building reuse and allow more mixing of commercial and institutional uses than currently permitted in the LI district.
There was limited public comment at the hearing and no recorded opposition. The board did not attach conditions to the rezoning in the action taken at this meeting.
The decision will be reflected in the town zoning map and staff will proceed with any administrative steps needed to implement the map change.
