Applicant says $33,000 road requirement is unaffordable; commissioners leave subdivision conditions unchanged
Summary
At a public hearing on a condition review for Minor Subdivision 25-007, applicant Lillie Munoz urged the county to waive a requirement to build a private street to county standards citing a $33,000 contractor estimate; Land Use staff said the standard is necessary for possible future county maintenance and the board took no action, so original conditions remain.

At a June 10 public hearing before the Alamosa County Board of Commissioners, applicant Lillie Munoz said she could not afford an estimated $33,000 to build a private street (Savannah Joe Court) to County Road & Bridge Standards and asked whether the requirement could be waived or if the plat could be reconfigured for individual access from El Rey Lane.
Land Use Director Richard Hubler said the condition—imposed under the county’s Land Use Code—requires private streets to be built to county standards so the county may be able to accept future maintenance. Hubler added that even if the current owner intends to retain the tracts, recording the plat makes individual tracts saleable.
Commissioner Lori Laske acknowledged the issue is difficult but said the county has repeatedly required roads to meet standards to avoid future maintenance problems. The board did not take action at the hearing; the original conditions of approval remain in effect.
No motion to change conditions was recorded.
