County Manager Lonnie Joyce told the joint Upson County Board of Commissioners and Thomaston City Council meeting on May 26 that a proposed consolidation between the city and county was rejected because of the city’s current debt obligations.
Lonnie Joyce said the issue arose after discussions with the City Manager and the Municipal Electric Authority of Georgia (MEAG). Officials discussed the potential use of special taxing districts to separate the city’s debt from any consolidated entity and noted that various outside groups had been approached about performing a study. The general consensus at the meeting, Joyce said, was to pause the consolidation study to await how the state Legislature will handle other city consolidations currently tied to MEAG.
