Kennebunk board sends Winter Street parking amendment to public hearing after subcommittee recommendation

The Ordinance Review Subcommittee recommended prohibiting parking along the entire south side of Winter Street and limiting parking on the north side ‘‘within 650 feet of Park Street’’ and 350 feet from Factory Pasture Lane under the current draft; Community Development Director Chris Osterrieder recommended adjusting the Park Street measurement language from 650 feet to 600 feet. The subcommittee and staff described a conservative approach that initially yields six on‑street spaces after applying ordinance criteria such as driveway setbacks and hydrant clearance.
Residents raised questions about the change in the number of spaces: Paul Coughlin asked whether a public hearing could be scheduled quickly, and Town Manager Bryan Laverriere indicated June 23 was possible; resident Kevin Flynn asked why the recommendation dropped from eleven spaces to six and whether more could be added at the hearing. Select Board members asked staff to prepare clearer graphics and to be explicit at the hearing about the criteria used to locate spaces so residents understand why some areas were excluded.
On a motion by Lisa Pratt, seconded by William Ward Jr., the board voted by show of hands 6‑0 (1 absent) to move the ordinance amendment to public hearing. Staff will present updated maps and explanatory materials at the hearing.
