City Manager Brandt updated the Thomasville City Council on March 17 about two vendor proposals to complete a feasibility study for the Palace Theater space: a remote, lower-cost option at $8,500 and a higher-cost option in the $30,000–$40,000 range that would cover travel (plus living expenses). Brandt said the lower-cost vendor is a sole proprietor who would perform the work remotely using Teams or Zoom to keep costs down; the higher-priced firms would include on-site visits but would exceed previously discussed budget ceilings.
Council Member JacQuez Johnson moved to proceed with the second-highest-priced company (the near-$40,000 quote) but the motion failed for lack of a second. Council members noted that the council had previously agreed to cap spending at $20,000 and that partner organizations PACE and the Tourism Commission could not make up the funding gap.
No final selection was made. Council Member Scott Styers suggested the subject be revisited during April committee meetings to allow more time for deliberation and to identify funding options. Staff did not set a procurement timetable or contract award date during the meeting.
