The Board heard competing claims over sewer allocation during the March 16 work session, as representatives for two developers presented opposing positions and prospective tenants described delays tied to available sewer capacity.
City Attorney Patrick Carter explained that a dispute exists between Goodall Homes and Patterson Homes regarding how sewer allocation should be distributed. Joshua Denton, representing Patterson Homes, presented Patterson's position; Mr. Dickerson presented Goodall Homes' position. According to the meeting record, staff encouraged both parties to seek resolution outside of BOMA and sought policy direction from the board.
Assistant City Administrator and General Manager Utilities Dan Allen summarized requests tied to the CHM-Publix development and related tenant needs. Prospective tenants who spoke included Tom Fielder of Club Pilates, Alicia Wuerth of Signature Studio Suites, and Samil Patil of Dos Bros; Ms. Wuerth expressed concern about delays opening her business. Mr. Allen told the board he would be prepared to provide recommendations on each request at the April 6 meeting.
The minutes record discussion and presentations but do not document a formal board decision on allocation at this meeting; the dispute and tenant requests remain under staff review.
