Spring Hill approves study to evaluate conveying wastewater to Columbia

The Spring Hill Board on Jan. 5 approved two related measures to evaluate whether city wastewater could be conveyed to the City of Columbia’s treatment facilities. Resolution 26-14A authorizes a reimbursement agreement with Columbia for engineering services to evaluate feasibility; Resolution 26-14B directs staff to coordinate with Columbia to pursue an interlocal agreement and authorizes the expenditure of funds for planning, engineering and due diligence if the evaluation is positive. Both measures passed 9-0.
Carter Napier, City Administrator, told the Board the reimbursement will cover analysis to assess whether connecting to Columbia’s treatment facilities is feasible. Members of the Board recognized the efforts of Mayor Matt Fitterer and Mr. Napier to collaborate with neighboring communities; Vice Mayor Trent Linville acknowledged Columbia Mayor Molder’s willingness to work with Spring Hill.
The Board discussed various aspects of the proposed evaluation and emphasized that Resolution 26-14B is contingent on a positive technical evaluation as described in Resolution 26-14A. If the technical study indicates feasibility, staff will move forward with interlocal negotiation and further planning work. The record shows no commitment to construct conveyance infrastructure or to enter an interlocal agreement absent successful technical and financial analysis.
