Coralville council adopts multiple resolutions, approves leases, sales and consent calendar

At its March 10 meeting the council adopted several resolutions (including fixing a GO loan hearing date and approving a financial services amendment), approved a lease amendment for Scratch Cupcakery, sold fill dirt from the Clear Creek mitigation bank, accepted the Kempf lift station abandonment, and approved the consent calendar of routine payments and licenses.
The Coralville City Council on March 10 carried a slate of resolutions and routine approvals covering finance, leases, public works and procurement.
Key actions adopted by roll call vote included:
• Resolution No. 2026‑21 — fixed March 24, 2026 as the public hearing date for General Obligation Essential Corporate Purpose loan agreements not to exceed $1.7 million to finance water, sewer, streetscape, flood‑protection and related projects.
• Resolution No. 2026‑22 — approved an amendment to the City’s 2012 Financial Services Agreement with Piper Sandler & Co. to support new city projects.
• Resolution No. 2026‑23 — accepted completion of the Kempf Lift Station abandonment and approved Change Order #5 (Final) to Maxwell Construction for $2,728.40; retainage due is $11,792.75.
• Resolution No. 2026‑24 — approved a professional services agreement with Confluence for park and library design work (covered in a separate article).
• Resolution No. 2026‑25 — approved the sale of 4,000 cubic yards of fill dirt from the Clear Creek Stream Mitigation Bank to McComas Lacina at $1.00 per cubic yard; staff clarified the City is selling the material (not the leased land) and removal is planned by March 31.
• Resolution No. 2026‑26 — set an April 14, 2026 public hearing on the FY 2027 Iowa DOT Consolidated Transit Funding Application.
• Resolution No. 2026‑27 — approved a Fifth Amendment to the Iowa River Landing lease with Scratch Cupcakery, extending the lease to Jan. 31, 2028 and splitting HVAC repair costs.
The council also concurred with the mayor’s appointment of Jennifer Struthers to the Parks & Recreation Commission and approved a multi‑item consent calendar that included liquor‑license approvals, contractor pay estimates and equipment purchases listed in the record. All motions and resolutions called in the meeting were carried by roll call unless otherwise noted.
