Coralville sets public hearing for $1.7M GO loan and hears low bid for Heartland‑Commerce roundabout

The Coralville City Council on March 10 set a public hearing for March 24 on proposed General Obligation Essential Corporate Purpose loan agreements not to exceed $1.7 million to fund street, water, sewer, flood protection and related infrastructure projects.
City Administrator Kelly Hayworth told the council the loan proceeds would help pay for the Forevergreen Road Extension (1st Avenue to 12th Avenue) Phase 1, completion of the Heartland Drive and Commerce Drive roundabout, interim improvements to Camp Cardinal Boulevard and Kennedy Parkway, and the Solid Waste Recycling Center.
Separately, City Engineer Scott Larson reported the March 3 bid opening for the Heartland Drive and Commerce Drive single‑lane roundabout produced five bids ranging from about $1.29 million to $1.67 million. Larson said the apparent low bidder was Midwest Concrete Inc. of Peosta at $1,299,719.33 and noted the engineer’s estimate was $1,488,568.80. Larson said a recommendation to award the contract will come to the council on March 24.
"We did have a good experience with them on that project," Larson said, referencing Midwest Concrete’s prior work on local projects and a subcontract role on North Liberty’s Forevergreen Road roundabout.
Council adopted Resolution No. 2026‑21 to fix the public hearing date by roll call vote. A formal award decision for the roundabout was not made at the March 10 meeting.
