Coralville Council approves Confluence contract for S.T. Morrison Park final design

The Coralville City Council on March 10 approved a professional services agreement with Confluence not to exceed $409,520 to finish designs for S.T. Morrison Park Phase 1 and outdoor spaces at the Coralville Public Library.
Parks & Recreation Director Sherri Proud told the council the work will convert park concepts into construction documents, expand the existing pond from one acre to about 1.2 acres, add trails, plaza and event space, and create a children’s outdoor reading area and a musical garden on the library lawn. Proud said the design fee equates to roughly 8.4% of the park project costs and about 10% for the library area, which she called “good pricing” compared with a typical 15%–18% industry range.
“Confluence developed the master plans, so it makes sense to return to them to follow through with the design,” Proud said. She told council combining the park work with the concurrent recreation center grading will yield efficiencies and improve pricing.
Council discussion centered on procurement and scope. Peterson asked whether the new park shelter will be in approximately the same location as the old shelter; Proud confirmed it will. Knudson requested clarification on why the services agreement does not require a formal bid; staff replied that consultant design services are exempt from the city’s bidding requirement.
The council adopted Resolution No. 2026‑24 to execute the agreement by roll call vote.
The contract will support the city’s long‑range plan for the Fifth Street campus and Civic Campus improvements; final design documents will be used when the project is packaged for construction bidding and administration.
