Committee reviews CAP 2026 draft; working group identifies grants for Bridle Path project

Karina presented a draft update to the Climate Action Plan (CAP 2026), describing a strategy matrix and noting that the draft includes a target of achieving SolSmart silver recognition. She asked committee members to send feedback and said she will add clarifications to the GHG inventory.
Members reviewed outcomes from a recent joint meeting with the Conservation Commission and discussed the Transportation Committee & Bridle Path Project. The working group (Jen, Sally, Alison and Beth) reported that Jen had found four potential grants, but Lisa Pratt said any grant application would need staff input and formal approval before the committee pursues funding.
Lee Jay Feldman reminded members that the Maine Department of Transportation will require a master plan for some project types and said he would look for examples of comparable master plans for the committee to use as models. Lisa Pratt suggested the working group keep minutes and adopt a mission statement and timeline; Alison and Beth will report back to the Climate Action Committee when the working group has updates.
Other administrative updates: Lisa Pratt reported locating older septic ordinances that she shared with the River Committee; the committee confirmed an outreach tent purchase; and Karina said she would share webinars produced by Mill's Data Center Task Force for members interested in data center siting and policy. The committee did not adopt policy changes during this meeting; members set follow-ups and asked staff to provide examples and clarifications for future meetings.
