West Whiteland approves bids and agreements for sewer ARVs and Exton Park Phase II; buys new snowplow blades

At its Jan. 28 meeting, the West Whiteland Board of Supervisors approved a set of capital and construction items intended to maintain infrastructure and move park construction forward.
Ed Culp explained the need to replace two air release valves (ARVs) on the sewer line from Clover Mill Pump Station to the DARA treatment plant; the estimated project cost is $215,700 and the Township has secured a $180,976 grant. The Board authorized advertisement of the ARV contract on PennBid; the work was included in the 2026 Capital Projects Budget.
Justin Smiley reported the Township received the Chester County Conservation District NPDES general permit for Exton Park Phase II. Before construction can begin, the Board approved the required Post-Construction Stormwater Management Instrument of Covenants and Stormwater Management Agreement. Construction is tentatively scheduled to begin this summer and is expected to take about 5–6 months.
Public Works needs heavier-duty plow blades for more demanding winter work. The Board approved purchasing four replacement snowplow blade units for $40,000; staff said it will attempt to sell the light-duty blades being replaced.
The Board approved these items unanimously. Staff noted the ARV project is budgeted and grant-funded and that Exton Park work is contingent on executing the required agreements before construction begins.
