Dan Allen, Assistant City Administrator and General Manager of Utilities, and Ryan LaMunyon presented information about sewer requests from home bakeries in the context of the Tennessee Food Freedom Act and other home-based business inquiries. Board members expressed concern about system impacts during the current sewer moratorium and the need to protect infrastructure. The board directed staff to explore external resources and potential compromise solutions that would allow limited activity while protecting the sewer system.
On a separate but related item, Mr. Allen reported that ATOMOS Service Center is not eligible for a Bioclear system and was advised to pursue a septic system. Staff recommended approval of an MOU contingent on required approvals and a long-term maintenance plan; the board discussed the conditions but did not record a final adoption of the MOU in the meeting minutes.
The board’s direction asks staff to return with options that balance small-business or home-based operations and system protections, and to include clear maintenance or inspection provisions for any conditional hookups or MOUs considered during the moratorium period.
