The Glendale Common Council voted to accept a set of property transfers from the Community Development Authority and to approve a nonbinding memorandum of understanding (MOU) with the village of Shorewood to explore redevelopment and potential sale of properties along Hubbard Avenue.
Staff said the CDA had agreed to convey several parcels to the city at no cost so they could be combined and marketed for redevelopment; Shorewood has expressed interest in buying a package to use for a public works facility. The MOU would establish nonbinding terms for site‑plan review, zoning changes and negotiation of sale terms so Shorewood could proceed with design work without incurring full purchase‑risk.
Councilmembers discussed whether the city should seek a longer‑term return instead of a straight sale, including a trade that would remove another municipality’s public‑works presence from a high‑value site. Staff noted the parcels currently generate no revenue for Glendale and that detailed sale terms would be negotiated in a later phase.
Council approved the property acceptance and MOU by voice votes. Staff said a county parcel within the proposed area will require an easement or access agreement before certain public improvements proceed.
