Spindale accepts FY25 audit with clean opinion; Board approves audit contract amendments and engineering selections

The Spindale Board of Commissioners on April 13 accepted the Town’s FY25 audit results, approved related contract amendments, and authorized engineering services for wastewater projects.
Travis Keever of Gould Killian presented the FY25 audit and reported an unmodified (clean) opinion on the financial statements, no material weaknesses in internal control, and clean Single Audit results for FEMA and Parks and Recreation grant funding. Keever noted two Local Government Commission performance indicators of concern: a temporary decline in available fund balance tied to fronted costs for the skate park and pump track project, and a late submission of the audit attributed to staffing transitions and external factors.
Finance Officer Glenda Bucy presented a second amendment to the FY25 audit contract, increasing the fee from $38,800 to $43,000 to cover additional Single Audit procedures and extending the completion date to March 6, 2026; the Board approved the amendment unanimously (5–0). The Board also approved the proposed FY26 audit contract at an estimated cost of $44,600, described as substantially the same as prior years with adjustments for Yellow Book requirements.
Separately, the Board approved a $500 budget amendment recognizing the forfeiture of a demolition bond for Permit #2025-34 at 174 Carver Street because demolition and site clearing were not completed in the allotted time. The Board also recognized a $1,000 donation from Antoinette Briscoe to the Spindale Public Library and approved a budget amendment to accept the funds.
The Board approved Resolution 2026-13 selecting McKim & Creed, Inc. to provide professional engineering services for the Spindale Wastewater Treatment Plant and authorized the Town Manager to negotiate and execute an agreement under N.C.G.S. § 143-64.31. It also authorized selection of Kimley-Horn and Associates, Inc. for sewer collection system and stream-related infrastructure services; both selections were approved unanimously (5–0).
All motions recorded in the minutes passed unanimously; the minutes do not list individual commissioner vote names for each action.
