Board adopts new phases and incentives, approves CY 2027 budget and three policies

At its June 4 meeting, the Hamilton County Community Corrections Advisory Board approved a set of procedural changes to participant phases and incentives and adopted the CY 2027 county budget and three updated policies.
The board voted unanimously to expand the department’s participant phases from three toward a five‑phase model and to pilot new incentives beginning July 1. During discussion, members expressed concern that allowing residential participants home visits could create future issues; the board removed home visits from the incentive list. The board also agreed that staff will notify the court and the prosecutor when a participant reaches Phase five, a step Mulroony said could prompt judicial review and possible modification to electronic monitoring. Joshua Kocher moved to approve the phases and incentives with amendments to Phase five; Hon. Jon Brown seconded and the motion passed unanimously.
On budget matters, Mulroony said the department had reduced its CY 2027 county budget by $60,000 overall but noted a need for new vehicles with an estimated cost of about $150,000. He also told the board the PI budget may be reduced by approximately $90,000 as opioid settlement funds are reallocated back to PI. The board unanimously approved the CY 2027 County Budget on a motion from Kocher, seconded by Brown.
Mulroony requested adoption of three updated policies (Money Collected, 4-ACRS-7D-21; Agency Accounting, 4-ACRS-7D-22; and Program Fee Schedule, 4-ACRS-7D-32/33). Kocher moved to combine and adopt all three; Hon. Jon Brown seconded and the motion passed unanimously.
Chief Deputy John Lowes called for the meeting’s adjournment after the agenda items were completed. The board scheduled its next meeting for July 9 at noon.
