Kensington planning board reviews Master Plan land-use draft and draft CIP

The Town of Kensington Planning Board convened a workshop May 6 to review progress on the Master Plan and a draft Capital Improvement Program (CIP). Town Planner Glenn Greenwood reported he is preparing Section 5 (Land Use Components) and will provide Chair Carly Fenton with an electronic draft for review.
Board members heard that the Master Plan's visioning section will record opposing views identified in a recent survey. Greenwood told the board that Master Plan sections may be adopted one at a time but that formal adoption of any section requires a public hearing; multiple sections may be adopted at a single hearing if the board chooses.
On the CIP, Greenwood provided a draft estimate and said the 2006 CIP will be used as the starting point for the 2026 update. He said input will be requested from the town’s Fire and Police departments and other departments, and that a revised prioritization form will be issued to departments so they can rank line items. Greenwood noted the board has not yet prioritized projects and intends to complete prioritization in conjunction with Master Plan work.
The draft includes a placeholder of $10,000 in 2029 for police vests; Greenwood instructed staff to verify that amount with KPD as part of department outreach. After the first draft is complete, staff will reach out to the School and Library for their input. Greenwood emphasized that the 2026 CIP document will be advisory when provided to the Board of Selectmen rather than binding.
The planning board directed staff to circulate the drafts to the chair and departments for review and to schedule the required public hearing(s) for any section the board wishes to adopt. The board set its next regular meeting for May 20 and a workshop for Sept. 2. The meeting adjourned at 6:20 p.m. following a motion by Mary Smith, seconded by Marty Sylvia, and a unanimous vote.
