The Easton Conservation Commission on April 14 approved an As‑of‑Right request by property owner Richard Kotchmar to remove dead trees and invasive shrubs from about one‑third of an acre at 25 Valley Road.
Commissioner Kevin Kilner reported on a site walk prior to the meeting and provided video showing a swiftly moving stream and marshy conditions at the rear of the property. Kotchmar said a soil scientist he previously consulted had not identified wetlands in that area. Chair Dori Wollen read the commission's regulations governing As‑of‑Right activities and reminded the owner that the commission cannot design the property for him.
Commissioners discussed limiting the initial work to hand removal of dead trees and invasive shrubs (and dragging removed material out by tractor) so that the owner can better access and survey the area; Kotchmar agreed to consult a soil scientist or land surveyor and return with a complete application after clearing. Commissioner Kevin Kilner moved to approve the limited As‑of‑Right removal; the motion was seconded by Karin Niesyn and passed by unanimous voice vote.
The commission directed staff to make the site plan available to members for review at the next meeting and noted that a future application should show wetlands and the 100‑foot regulated area on the site plan so commissioners can determine allowable work.
