The Frederick County Historic Preservation Commission voted June 3 to approve a Certificate of Approval (COA #26-03) for stabilization work at the Judge William Stoner House in Thurmont and to authorize a 33% initial disbursement from the Rural Historic Preservation Grant to allow contractors to begin work.
Beau Lockard, Historic Preservation Planner, presented the COA application and grant disbursement options, explaining that contractors typically require up to one-third of project costs to start work. Commissioner Mark Andros said stabilizing the house "makes perfect sense" and described the work as an appropriate limited-use of funds to make the building livable.
Virginia Crum moved to approve COA #26-03; Jack Lynch seconded and the motion passed 5-0-0-2. Separately, Crum moved to approve a 33 percent initial grant disbursement to the awardee; W. Peter Pearre seconded and that motion also passed 5-0-0-2.
Lockard also reported that staff had administratively approved an in-kind Certificate of Approval (A-COA #26-06) on May 19, 2026 for in-kind rehabilitation of porches on the Judge William J. Stoner Farmhouse; staff concluded that the proposed work meets the Secretary of the Interior’s Standards for Rehabilitation and would not adversely affect the property's historic character.
The approvals allow contractors to begin stabilization work with an initial payment and direct staff to oversee documentation and compliance with grant and COA requirements.
