Bristol Conservation Commission presses for follow-up on Aguirre NH DES file; Beech Street culvert registration deemed incomplete

The Bristol Conservation Commission on Feb. 4 reviewed its intervention in New Hampshire Department of Environmental Services (NH DES) File #29994 for the Aguirre property and discussed follow-up on other NH DES permit matters.
Chair Richard Batchelder noted NH DES sent applicants a Dec. 19, 2025 letter listing nine items to be addressed and reminded members that the Aguirre applicants must supply additional information or request more time by Feb. 20, 2026. The commission agreed to maintain communication with NH DES on the file.
Land use associate Janet Cote presented results from an NH DES query covering January 2026 and a 2025 summary report. The query flagged the Town’s Beech Street culvert project (NH DES File 2026-00141). NH DES concluded the project registration was either incomplete or did not qualify as Routine Roadway Maintenance because the plan would direct untreated stormwater to a new catch basin that discharges to the Newfound River and because the work falls inside the designated Pemigewasset River buffer without a local river advisory committee sign-off. NH DES told the town it could not begin work until a Wetlands Permit had been issued and posted on site.
Commission members discussed the location, properties affected and next permitting steps. Shaun Lagueux described the project history and noted Michael Vignale is the town’s agent/engineer; staff said follow-up permitting is underway.
The commission also discussed improving communication channels with NH DES after citing prior permit issues where town follow-up was required. Members asked staff to continue to track timelines and ensure applicants respond to NH DES deadlines.
