City staff recommended creating a mobility director position to lead implementation of parking and mobility recommendations, answerable to the city manager and funded from the parking enterprise fund rather than the general fund.
"The staff's recommendation is two things: that person would answer to the city manager... and the enforcement component of parking should remain with the police department while programmatic planning and coordination should be headed up by the mobility director," Ron Nyberg said. Staff placed the all‑in salary and benefits for the role in the approximately $150,000‑per‑year range.
Several commissioners supported the concept but differed on timing. Commissioner McGurk said the position is needed but preferred waiting to hire until there is clearer direction and initial program data for the director to act on. Commissioner Perrine and others said the position should be funded from the parking enterprise fund so taxpayers are not directly charged and asked staff to provide a P&L and historical parking-fund statements. Commissioner Martin pressed for evidence that the role would produce net benefits and wanted the commission to see a finalized job description and deliverables.
Nyberg responded that staff can prepare a pro forma showing parking-fund P&L and a job description and suggested the commission could time hiring once initial implementation steps and data collection are underway. The commission gave direction for staff to return with cost breakdowns, a job description and proposed performance measures; no formal hiring decision was made at the workshop.
