On June 25 the Kittery Planning Board reviewed a proposed zoning text amendment from Jordan T. Gagnon (Jensen Baird) that would amend Section 16.4.19 of the Land Use Code to allow single‑family dwellings as a Special Exception Use in the Commercial Route 1 (C‑1) zone. The applicant sought the board’s initial feedback before taking the proposal to the Kittery Land Issues Committee (KLIC) for further comment.
Town Planner Max Zakian provided background and staff comments on the proposal. MaryAlice LaPoint, representing the Conservation Commission, offered comment to the board. Attorney Gagnon and board members discussed points of ambiguity in the existing ordinance language and the amendment’s definitions and special‑exception criteria; the transcript notes the board’s focus was on clarifying the ordinance’s terms rather than on a final position.
The minutes do not record a formal vote on the amendment at this meeting. The applicant will bring the draft to KLIC for additional review prior to any formal Planning Board vote or referral to the Town Council.
