Westbrook council approves series of purchases, project bids and park revitalization grant

The Westbrook City Council approved a set of orders covering capital purchases, public-works projects, and a park revitalization grant during its April 27 special meeting.
On second and final reading the council adopted Orders 2026-39 through 2026-41 (authorizing acceptance and expenditure for a Confined Space Rescue Program donation; purchase of a Stryker power-load stretcher for the Fire Department; and issuance of general obligation bonds and appropriation of proceeds for the School Revolving Renovation Loan Fund). Those orders were adopted together on a single motion (moved by Councilor Gary Rairdon and seconded by Councilor Brian McCambridge) and recorded as carried 6-0-1.
In new business (first-of-two readings), the council approved Orders 2026-44 (replacement Westbrook Community Center bus), 2026-48 (2026-27 paving projects bid award), 2026-49 (Route 302 & East Bridge Street intersection design), 2026-50 (Saco Street roadway improvements), 2026-51 (purchase of sewer assessment software and vendor list amendment), 2026-52 (LED lighting upgrade at the Public Safety Building), and 2026-53 (shared costs for Lincoln Street and Mayberry Road public improvements). Most of those motions carried by a show of hands with no recorded opposition. City staff who spoke during these items included Angela Holmes (City Administrator) and Eric Dudley (Director of Public Services & Engineering); Department heads such as Greg Post and Katherine Kelley spoke on specific items.
The council also approved Order 2026-54, authorizing acceptance and expenditure of funds for the Saccarappa Park Revitalization Project and amending a prior order relating to a Maine Department of Economic and Community Development Brownfields Grant. The minutes record that Vice President Shaughnessy and Councilor Amy Faulkingham joined President Munro and Mayor David Morse in discussing the item; the motion carried with no opposition recorded.
