Westbrook council advances FY2026-27 budget after narrow amendment vote

Vice President Michael Shaughnessy moved the initial first-reading motion for the annual budgets and appropriations and Councilor Brian McCambridge seconded. Councilor McCambridge then moved an amendment to reduce city expenditures by $26,170; the minutes record that Councilor McCambridge also seconded that amendment as recorded in the minutes. President Jennifer Munro, Mayor David Morse and Councilor Gary Rairdon spoke during consideration of the amendment. The amendment carried on a recorded vote of 5-1-1 (Ayes: McCambridge, Shaughnessy, Turcotte, Faulkingham, Munro; Nay: Rairdon; Absent: Chau).
Separately, the council approved first reading of Order 2026-46 (FY 2026-2027 School Budget Warrants). The minutes record a 5-1 outcome on that motion with Councilor Rairdon voting in the negative and Councilor Chau absent. Order 2026-47, concerning the Wastewater Division budget, Portland Water District assessment, sewer assessment and setting sewer user rates for calendar year 2027, was also approved on first reading after discussion; no opposing votes are recorded for that item in the minutes.
