Planning board adopts application-review flow chart, flags tax-map funding shortfall and schedules follow-ups

At its April 21 meeting the Temple Planning Board formalized internal process changes, reviewed administrative items, and set short-term follow-ups.
The board compared its existing rules and procedures with NHOPD materials and agreed the content aligned. Jim Medeiros motioned to adopt the Appendix F Procedure for Application Review flow chart; Kent Perry seconded. The motion passed by roll-call vote with all in favor except Ken Caisse, who abstained. Committee member Bruce Kullgren Jr. had earlier argued for preserving roll-call votes in procedures so each member is accountable.
The board recorded several completed administrative items: Morninglight Farm PRD paperwork has all required signatures (reported by Randy Martin), and the David Corliss lot-line adjustment was filed at the registry (reported as filed by Matt). Christine completed the final step on the SWRPC HOP grant, which the board marked complete.
On tax-map updates, members noted the vendor’s total cost is $1,550 while the planning-board budget had $1,000 allocated. Chair Russ Huntley said he will email Carole Singelais so the Select Board can consider the budget gap at their next meeting.
Operational follow-ups were assigned: Jim will scan and distribute a list of board responsibilities Christine prepared; Russ will create a Lot Line Application checklist for members; Bruce will select Master Plan sections to discuss at the next meeting. The board adjourned at 7:53 p.m.; its next meeting is scheduled for May 5, 2026, at Temple Town Hall.
