Interim Town Administrator Paul Sanderson updated the board on proposed legislative changes affecting Health Trust, the municipal health-insurance risk pool used by many Farmington employees. Sanderson explained that Health Trust currently operates as a "non-accessible" risk pool, which limits the ability to assess members for deficits; proposed legislative changes would favor "accessible" risk pools and could force a reconfiguration of how reserves are held and used.
"If Health Trust can survive, it currently is the largest risk pool involving health and if it finds that it can't survive it would be very difficult for other risk pools to survive," Sanderson said, warning that municipalities could be forced to seek coverage in the private market if the trust collapsed. The board discussed potential timing (many trusts operate on a July 1 fiscal cycle) and the immediate advocacy steps available.
Selectmen and staff agreed the most effective local advocacy is direct contact with the town’s state senator and representatives and that the town should consider sending letters and briefing local legislators about the potential municipal impacts. Selectman John Scruton and others noted the recent history of risk-pool assessments and urged monitoring of both House and Senate measures.
No municipal policy change was adopted; staff will track legislation and may coordinate outreach to Farmington’s legislative delegation.
