Commission adopts several annexations and PUD amendment, continues Ardisia CDD to January

Commissioners adopted ordinances annexing 1301 Woodland Ave. and associated plan and zoning changes, approved an amendment to the Southeast Interchange Complex PUD (Ordinance 62‑24), and continued the Ardisia Community Development District ordinance to Jan. 14, 2025 for additional applicant follow‑up.
On second reading the New Smyrna Beach City Commission approved multiple land‑use ordinances and a PUD amendment and continued a community‑development district ordinance for further applicant follow‑up.
Senior planner Bob Nathan summarized a voluntary annexation and associated small‑scale comprehensive plan amendment and rezoning for roughly 0.28 acres at 1301 Woodland Avenue. The planning and zoning board had recommended approval (5–0); with no public speakers, the commission adopted Ordinances 57‑24 (annexation), 58‑24 (future‑land‑use change) and 59‑24 (rezoning to City R‑2 with airport notification overlay) by roll call.
The commission also heard a staff presentation and public comment on Ordinance 62‑24, the third amendment to the Southeast Interchange Complex PUD (approximately 20 acres at the I‑95/State Road 44 interchange). Staff described the proposed small drive‑through building, site constraints, landscaping and monument sign allowances; after applicant remarks and public questions the commission adopted Ordinance 62‑24.
Separately, the applicant for Ordinance 60‑24 (Ardisia Community Development District, proposed pursuant to chapter 190 of the Florida Statutes) requested more time to answer outstanding questions. The commission voted to continue Ordinance 60‑24 to Jan. 14, 2025, at 6:30 p.m.
Several additional annexation and rezoning ordinances (63‑24 through 68‑24) were read for first reading and set for second‑reading public hearings on Dec. 10, 2024.
