Staff reported one letter of opposition citing traffic and concerns about medication, while supporters noted the clinic would operate by appointment and be appropriate in a medical district.
Applicant counsel Joey Posey and Dr. Bakshi said controlled substances are not stored on‑site long‑term and that patients come by referral; Posey suggested discreet signage (for example, a practice name) rather than prominent “pain clinic” advertising to reduce neighborhood concern. The doctor said patients are seen by appointment only and that the practice has no history of local enforcement issues.
Board members questioned marketing and signage; the applicant agreed to consider modest/neutral signage. After discussion the board forwarded a positive recommendation to the City Commission. The item will return to the commission for final action.
