A county proposal to repeal the 2022 change that shifted division heads to at‑will status failed in committee after a tied 3–3 roll call.
Proponents framed the resolution as a return to longstanding practice (1996–2022) that required just‑cause for removal of division heads, arguing it preserves institutional memory, encourages employees to accept promotions and strengthens recruitment. "Not being able to be removed unless for cause increases job security and…less turnover," one supervisor said in support.
Opponents said at‑will employment is common, argued removal protections can impede managerial flexibility and noted many senior employees prefer the private‑sector style of at‑will accountability. The committee split evenly and the motion did not pass.
Corporation counsel reminded supervisors that department heads are statutory appointments by the county executive, while division heads are an internal category whose status had been modified in 2022. Several members asked for more historical context and metrics on staff retention before moving the item further.
Because the resolution failed in committee it will not move to the County Board for adoption at this time.
