The Volusia County Housing Authority voted Nov. 11 to adopt several administrative changes and procedures tied to HUD’s Housing Opportunities Through Modernization Act (HOTMA) and to address a 2023 HUD audit finding.
The board approved Resolution 2024‑18 to update the Section 8 administrative plan and incorporate HOTMA‑related changes, and Resolution 2024‑19 to revise the public housing admissions and continued occupancy plan for HOTMA compliance. Chair Judy called for the motions; after board discussion both resolutions passed with the board voice vote recorded as "Aye" and no opposition noted.
The board also approved Resolution 2024‑20, which Teresa described as implementing procedures to remedy the 2023 audit finding that rent‑reasonableness forms were missing from some tenant files. Teresa said the authority now requires landlords to submit a rent‑increase request form that will be forwarded to the authority’s contractor (McWright) for a rent‑reasonableness study, and the completed study will be documented in tenant files.
A separate resolution (2024‑21) to set 2025 payment standards at up to 120% of fair market rent was discussed but held for correction after a drafting inconsistency was found; the board voted to table that measure for the December meeting. The board approved Resolution 2024‑22, authorizing an MOU between the housing authority and eThrive to develop an 8,000‑square‑foot community center on property associated with the Landings at Live Oak using CDBG disaster‑recovery funds.
