Benton County reassigns $555,000 in ARPA funds to Sauk Rapids water and sewer project

Benton County commissioners on April 7 approved Amendment No. 3 to re-obligate $555,000 in American Rescue Plan Act funds to a City of Sauk Rapids water and sewer project after the CSAH 29 Extension project was delayed until 2027.
County Administrator Montgomery Headley said U.S. Treasury requirements require ARPA funds to be expended by Dec. 31, 2026. To preserve the funds for Sauk Rapids, the county will move the allocation to a Second Avenue South water and sewer project slated for 2026. Headley said the county and city will subsequently execute a separate agreement to formalize the commitment.
Commissioner Jared Gapinski moved and Chair Steve Heinen seconded approval of Amendment No. 3; the motion carried unanimously.
The board emphasized that the reallocation preserves the county’s funding commitment to Sauk Rapids while complying with federal spending deadlines. No additional county appropriation was authorized at the meeting; Headley will work with city staff on the formal agreement.
