"I really like the idea of developing a continuum of care and supporting the things that we have currently going on with Gracedale and supporting the staff that are over there," he said.

He acknowledged he does not have a nursing degree or direct nursing-home administration experience and said the position is not intended for day-to-day administration: "I'm not coming on board to be an administrator. I would really rely on the current administration that's over there," Carson said, adding he would work with the facility administrator and county council to stabilize programs and build partnerships.
Committee members pressed him on several specific topics: developing a comprehensive long-range system for what was described during questioning as Gracedale's 364-acre campus; financial modeling and scaling from a roughly $1.8 million budget at his previous organization to the larger county operation; workforce stabilization and reducing reliance on agency staffing; and familiarity with minimum data set (MDS) clinical documentation systems. Carson acknowledged limited direct familiarity with MDS but said he can learn the system, and he emphasized partnering with mental-health, substance-use and veterans— services providers to expand supports. To improve recruitment and retention, he said he would focus on building culture, outreach to colleges for internships and promoting the facility—s mission.
Several committee members, including a questioner who noted that Gracedale's current payer mix is heavily Medicaid-dependent, asked how Carson would attract private-pay residents while serving medically and financially needy people. Carson said marketing Gracedale—s strengths and sharing positive resident stories could help bring private-pay residents without compromising care for vulnerable populations.
Carson cited recent successful inspections at prior workplaces, including Department of Veterans Affairs reviews that he said yielded an "exceptional" rating, and said he would review outstanding write-ups and support staff to address checklist items ahead of licensing surveys.
