North Versailles public hearing held on ordinance to require CCTV inspection of private sewer laterals; adoption tabled

At its June 18, 2026 meeting the North Versailles Township Board of Commissioners held a public hearing on Ordinance No. 1152, a proposed amendment to Part II, Chapter 238 (Sewers and Sewage Disposal) that would add a time-of-sale requirement for CCTV inspection of private sanitary laterals and establish procedures, enforcement mechanisms and penalties.

The hearing was opened by President Bivins. The ordinance, described in the meeting notice as adding Article VII to the township code, prompted discussion during the public hearing but the board ultimately voted to table the measure; the posted minutes record the outcome as "TABLED." The minutes do not show a final adoption vote or the individual mover/second for the tabling motion.

The ordinance would have required sellers to obtain closed-circuit television inspection of private lateral sewer lines at the time of property sale and would have set related procedures, enforcement steps and penalties for noncompliance. Because the board took the matter under advisement rather than adopting it, no enforcement changes were enacted at the meeting.

A public-participation notice in the minutes reminded residents that comments are limited to three minutes under the Pennsylvania Sunshine Act. A speaker noted during public comment, recorded as Carol Boros, that remarks should "MUST AVOID REFERENCES TO PERSONALITIES AND PERSONNEL RELATED ISSUES."
