City attorney says Stilwell has no control over Housing Authority; mayor appoints commissioners

Resident Drake Littledeer asked whether the city was attempting to sell the Stilwell Housing Authority and raised questions about an appointment of a councilmember’s son to the Housing Authority board. City Attorney Jeff Jones told the council the city has no legal, financial or operational control over the Housing Authority beyond the Mayor’s appointment authority and that, under state law, the arrangement does not create a monetary conflict. Jones also said the councilmember recused herself from that appointment and that the Muskogee Housing Authority had not provided by-laws the city sought during its review. The council recorded that no board action was required.
