Jay Webb of Central Kentucky Land Survey, representing the property owner, said the site includes a large older four‑unit apartment building and an existing barn on the proposed Lot C that will be removed. Webb said the property currently comprises two lots and the applicant seeks to create a third; the waiver request is for 584 square feet to meet the B‑1 lot area requirement.
Planning staff noted that multifamily use is permitted in the commercial zone but recommended that the plat include a note ensuring adequate parking for Lot B because existing parking is located on Lot A and will be disturbed when Lot A is developed. Webb agreed a plat note could be added to keep the parking obligation on record.
A motion to approve the minor plat with the waiver was made by a commission member and seconded by another member. The chair conducted a roll call; each named member answered “Yes” when called (Mister Johnson; Miss Hagen Reuben; Mister Richards; Mister Lakes; Miss Harkerobe; Mister Eyford). The chair announced the motion passed.
The commission did not record conditions beyond the plat note for parking; the applicant and staff agreed the deteriorated barn on Lot C would be demolished before any new construction.
