Walton council appoints Matt Brown as Mayor Pro Tem, adopts personnel pay-increase ordinance

With Mayor Gabe Brown absent, Walton’s Common Council unanimously appointed Council Member Matt Brown as Mayor Pro Tem and approved Ordinance No. 2021-03 to revise the city personnel policy on employee pay increases at its Feb. 9, 2021 Zoom meeting.
The Common Council of the City of Walton met by Zoom on Feb. 9, 2021. With Mayor Gabe Brown absent, Council Member Bobby McDonald moved to appoint Council Member Matt Brown as Mayor Pro Tem; Matt Brown seconded and the motion passed unanimously. The roll call vote recorded Howard Stevens, Terri Courtney, Bobby McDonald, Sherry Snowden, Dan Martin and Matt Brown voting yes.
The council then approved the meeting agenda and the minutes of the Jan. 5 caucus, Jan. 12 council meeting and the Jan. 14 special called meeting after motions by Council Member Bobby McDonald and second by Council Member Terri Courtney; both motions carried unanimously.
Later in the meeting, Council Member Bobby McDonald moved to approve Ordinance No. 2021-03, described in the minutes as amending Ordinance 2020-09 and section 35.01 of the Walton Code of Ordinances to adopt revisions to the city personnel policies (employee handbook) related to employee pay increases. Council Member Matt Brown seconded, and the ordinance was adopted on a unanimous vote (Howard Stevens, Terri Courtney, Bobby McDonald, Sherry Snowden, Dan Martin, Matt Brown).
The agenda also lists Executive Order No. 2021-01, described in the minutes as delegating the mayor’s executive functions when the mayor is unable to perform them to City Clerk Sharon Stevenson or her pro tem. The minutes record the order on the agenda but do not show a recorded motion or vote on the executive order.
