Braxton County Head Start reports reduced funded enrollment and flat FY26 funding

At the Braxton County Board of Education meeting, Christina Bailey delivered the Head Start annual public report and outlined the proposed FY26 grant submission.
Bailey said the program’s funded enrollment had been 111 but that actual enrollment averaged about 94 during the 2024–25 year. Because the program fell below expected utilization, the regional office reduced Braxton County’s funded enrollment to 100 slots for the coming grant cycle.
She presented the FY26 budget figures: a proposed total of $984,666, with a non-federal share of $246,167. The training line item was listed at $14,525 (down from $16,139 previously). Bailey said personnel and fringe benefits remain the largest share of the Head Start budget and that the program expects to continue using an academic coach under contract.
Bailey reported no audit findings for the year, and that 95% of enrolled students received required medical and dental examinations. She described partnerships with WIC, the Braxton County Family Coalition, the Mountain Cat Family Resource Center and West Virginia University Extension for family supports and screenings.
The board approved the public Head Start report, the FY26 Head Start grant submission, the Head Start calendar and adoption of the Creative Curriculum teaching strategies by voice vote.
