Planning Commission recommends rezoning, denies design-waiver and approves final plat for Krumel Industrial Subdivision

The Wahoo Planning Commission on May 7 recommended approval of the rezone for the Krumel Industrial Subdivision, denied a requested waiver to the Expressway Corridor Design Standards and approved the subdivision’s final plat.
Kevin Anderson of JEO Investments presented the rezone application and an overview of the project, saying I2 "would be a better fit in the area verse I1 because I2 allows for outdoor storage and I1 does not." The application proposes zoning of portions of the Krumel property as I2 (Heavy Industrial) and C-2 (Highway Commercial). Commissioners pressed for clarification about outdoor storage limits, buffers, landscaping and fencing requirements.
The applicant also requested a waiver to change the Expressway Corridor Design Standards buffer from one-quarter mile to one-eighth mile within the Krumel Subdivision. Chair Tracy Pfligler cautioned against weakening the design standards, saying once they are lost "it isn’t something that the City could get back." Commissioner Pearson said she would prefer removing industrial uses from the design standards rather than shrinking the buffer. The commission voted to deny the waiver to the design standards; the motion to deny the waiver carried by roll call vote of present commissioners.
On the final plat, Anderson said NDOT has approved the indicated access points at 27th and 29th streets. Commissioners raised questions about drainage; Anderson said the drainage outlots are oversized to address future development to the east. Planning staff member Beavers confirmed there were no requests for waivers regarding street widths or right-of-way widths. The commission voted to approve the final plat of Krumel Industrial Subdivision.
Motions were made and carried by roll call for the rezone recommendation, the denial of the design-standards waiver, and the final plat approval. The commission’s votes were unanimous among members present (Brooks, Egr, Fick, Gabel, Lentfer, Miyoshi, Pearson and Pfligler); Commissioner Wilcox was absent and did not vote.
