Chair Larry Roller asked County Administrator Verron “Ron” Brade for an update; Brade said recent discussions prompted the board to pause work on long-term collection changes and adopt a temporary approach for the current fiscal year. Brade said several subject-matter experts and staff contributed to evaluating short-term options.
Board members discussed options and logistical constraints. Directors raised concerns that attaching the fee solely to real estate tax bills could exclude rental households and residents without property ownership. Using the personal property database was described as more comprehensive, but staff noted that the personal property billing cycle would not allow collection before the fiscal deadline unless a standalone billing file was produced.
Staff described necessary coordination with the county’s financial software (MUNIS) and the additional mailing and administrative costs of producing a separate billing. Board members agreed that collecting the revenue before the fiscal year end was necessary to meet budgeted projections.
Vice Chair D. “Jeffrey” Oakes moved and Mr. M. Thompson seconded a motion to collect the $75 solid waste fee as a standalone bill for the 2025–26 year using the Personal Property database, “to be applied to real estate or any other legal mechanism,” with payment due June 5, 2026. The motion passed 6–0: Roll Call Ayes — Larry Roller, D. J. Oakes, D. Witt, R. Smart, M. Thompson and W. Smith; Director P. Riddle was absent.
The board emphasized this action applies only to the current fiscal year; long-term collection methods, including possible attachment to utility bills or other mechanisms, will be reviewed and decided at a later meeting.
