LAFCO staff flags SB 994 and SB 1312; special-district ballot deadline extended to Aug. 3
Summary

At its July 15 meeting, San Mateo LAFCO staff updated commissioners on two legislative matters and on an internal election for a regular special district member.
Staff reported that CALAFCO is monitoring SB 994 because it would prohibit local government officials, including LAFCO commissioners, from entering nondisclosure agreements that prevent communication among agency officials or between agency employees and their governing body. Staff also said they had just received information regarding SB 1312, a cemeteries bill; CALAFCO moved from a hold/watch position to opposed unless amended, saying the measure does not address CALAFCO issues.
Separately, staff updated the commission on the election for the San Mateo LAFCO regular special district member. The ballot was circulated April 29 to the county’s roughly 20 independent special districts; fewer than half had returned ballots when staff reported, so the deadline to return ballots has been extended to Aug. 3. Staff said they will continue outreach and had sent an additional reminder letter to districts; results are expected in August if a quorum is achieved.
