San Mateo LAFCO nominates its chair for CALAFCO board and appoints voting delegate

The San Mateo Local Agency Formation Commission voted July 15 to nominate its chair as a candidate for the CALAFCO board under the organization’s new region-based election rules, and appointed the chair as the in-person voting delegate for the CALAFCO annual conference.
Staff briefed commissioners on the CALAFCO conference scheduled Oct. 21–23 in Sacramento and explained the new election structure created after CALAFCO’s February 2026 restructuring: each of CALAFCO’s four regions will elect four members, with two initial seats carrying one-year terms and two carrying two-year terms. Nominations for board seats are due Sept. 4 and a majority of the local commission must approve any nomination.
The chair announced an intention to run for a two-year seat and asked the commission to nominate them. Commissioners moved and seconded that nomination and approved it by roll-call vote. Separately, the commission moved to appoint the chair as the in-person voting delegate for the conference and the executive officer, Rob Bartoli, as the alternate; that motion also passed by roll-call vote.
Why it matters: The nomination and delegate appointment position San Mateo’s representative to participate in election and policy decisions at CALAFCO, which coordinates LAFCOs across California. The commission also reminded members that the LAFCO budget allows for up to seven commissioners and staff to attend the conference and that registration will open in coming weeks.
What was not resolved: Commissioners did not finalize how the chair will vote on other regional candidates; staff said the commission could provide direction at a later meeting or at the conference after the Sept. 4 nomination deadline.
