Consent agenda: Council approved minutes (Aug. 1, 2024 and a special joint session) and payment of bills (motion McCauley/Zuliani); the motion carried unanimously. Council separately approved building and wiring permits (motion McCauley/Sanders); that motion carried with Councilmember Jack Reger recorded as abstaining on E.2.
Lease for Street Department truck: The Council approved leasing a new Ford F-550 with a roll-off hook to replace a deteriorating 2005 F-550. The plan anticipates trading the old truck for an estimated $7,000–$10,000, a downpayment of $18,500 (described as 50% of the cost of the hook), and monthly payments of $1,647.14 for 72 months. The motion to approve the lease passed (mover Sanders, second McCauley).
Appointments and committee: Council approved members to a working committee to research short-term rental regulations (nominations included Scott Randall, Megan Smith, Tom O'Neill as chair, Shauna Jones, Carolyn Blend, Diane Post, and Don Nestor) on a motion by Thomas and second by Zuliani. The Council also approved Crystal Burnside Shaw to the Planning Commission and Cody Martin to the Fire Civil Service Commission (motion McCauley/Sanders).
Purchase of WAMSB souvenir inventory: The Council approved purchasing remaining WAMSB Buckhannon Host Committee promotional items for $10,415.10 to help cover outstanding bills from the 2023 World Championships; the motion carried with Recorder Sanders abstaining (mover Reger, second Thomas).
Ordinance: Council advanced Ordinance No. 470 (event liability insurance) on first reading (motion Sanders/Reger); second reading is scheduled for Sept. 5, 2024.
Adjournment: Councilmember David Thomas moved to adjourn at 8:31 p.m.
