Dr. Andy Russell, the Commission member who moved for approval, framed the project as expanding inpatient and procedural capacity for Sumner County and nearby zip codes the applicant identified as its adult service area. Michael Denney seconded the motion. Two members — Tim Evans and James Wright — recused from the vote; the remaining nine members voted to approve the application (recorded as 9-0-0).
The applicant’s ownership structure was described in the filing: Highpoint Healthcare, LLC (the applicant) is a joint venture with 20 percent ownership by Baptist Health Care Affiliates Inc. (a Saint Thomas Health subsidiary) and 80 percent by Highpoint Partner, LLC, an indirect subsidiary of Lifepoint Health Inc.
