Village engineer says Sing Sing Kill enterococcus levels fell after fixing illicit discharges

Paul Fraioli, the village engineer, told the board the draft water-quality study for the Angle/Engel Park area and tributaries to the Hudson River shows measurable microbial improvement after remediation work.
Reading from the draft's conclusion, Fraioli said the earlier microbial source-tracking report (prepared by Hudson Valley Stream Conservancy, cited in the draft as February 2024) recorded enterococcus levels "between 345 per 100 mills up to 4,880 per 100 mills." He said more recent testing conducted on April 28, 2026, "revealed that current levels of enterococcus within the stream have improved significantly ... to a level of, maximum of a 146 per 100 milliliters."
Fraioli said the improvement followed removal of discovered illicit sewer connections and repairs, including lining a compromised sanitary segment upstream toward the cemetery in Amarico Circle.
He described the draft report as "pretty thick" and said it will be circulated for board review; once the board provides comments the consultant will finalize the draft and prepare invoices and the town will draw down $30,000 in DEC grant funds to cover work completed.
Fraioli also noted the engineering team used Hudson Valley Stream Conservancy's outfall mapping as a baseline and that additional village outfalls were studied. He said the work supports the supervisor's vision for potential expanded uses at Engel Park but framed the results as a technical success coming from the grant-funded scope.
The board asked about timing for the final draft and Fraioli said he will coordinate comments and then finalize the report for the drawdown.
