Ossining water superintendent outlines tank painting, boiler review and filtration-plant progress

Andrew Tees, the town and village superintendent of water and sewer, told the Ossining Town Board on July 14 that several major water infrastructure projects are underway and that timing is favorable for the system.
"The Lakeville tank painting project is gonna be kicking off in the next 2 weeks off of Bracken Road," Tees said, adding the structure is "a 1,000,000 and a half gallon tank" and that the contractor will work within town hours to limit neighborhood disruption. He said the town will notify neighbors and coordinate with the fire department to have tankers on standby while the tank is isolated.
Tees described the highway garage boiler as a failing steam unit with a few bad sections; after bringing companies to inspect the equipment he said the consensus is to replace it but that he wants an engineer to run a load calculation to avoid oversizing the system.
On larger capital work, Tees said two grants totaling $2 million helped move a North State Road distribution project from a 2030 window to 2027. "That project alone is about $6,000,000. $2,000,000 goes a long way in a $6,000,000 project," he said.
Tees also updated the board on the town’s new water-filtration plant: "Right now, we're about 65% complete...we expect everything to be up and running sometime next summer," which he said will better position supply capacity as summer demand has reached about 4,000,000 gallons — the plant's design capacity.
A council member asked about the Lakeville tank timeline; Tees said the contractor and the engineering firm will perform preliminary tests including variable-frequency-drive (VFD) trials and that the town expects roughly three months to complete work once the tank is isolated.
The board thanked Tees and moved on to other agenda items; Tees said bids and contractor vetting were a concern because earlier bids varied widely on price but expressed confidence in the chosen firm.
