After new-business hearings, planning staff presented several site plans and plats. For Shop Spring Storage (Sparta Pike), staff said a CLOMR‑F (conditional letter of map revision based on fill) had been applied for with FEMA; staff recommended approval for earthwork but said FEMA’s formal acceptance is required before the project can 'go vertical.' The commission approved the earthwork authorization subject to staff conditions.
The commission approved a Verizon colocation at 75 Louise Lane; staff said the site plan met requirements for tower colocation. The Midway parking expansions (Phase 1 and Phase 2), west of the Chewy building, were approved; engineers said the existing detention pond had been designed to handle the planned additional impervious area and stormwater calculations would be coordinated with the stormwater department.
The commission approved the Cedar Hall final plat (7797 Murfreesboro Road) for a gated community; staff noted step-system permits were in place for that development and TDEC had issued a state operating permit. Commissioners also approved a Maddox Road right-of-way dedication to tidy roadway ownership after recent rebuild work.
During the plats block the commission also moved to continue a final-plat case (Timmy Jeffrey property) that is currently in zoning violation and is being used as a contractor yard; the board continued the case for 30 days to allow the owner to clean up the site.
Next steps: staff will record plats, require final documentation from applicants (e.g., FEMA CLOMR‑F acceptance, stormwater maintenance agreements), and proceed with standard recording and inspection schedules.
