Chippewa Lake council adopts emergency cybersecurity program, approves Phase 10 contract and routine financial items

The Village of Chippewa Lake council on June 8 unanimously adopted a cybersecurity program as an emergency measure and approved several financial motions, including awarding the Phase 10 streets contract to contractor Dirt Dawg for $960,948.
Fiscal Officer Gary Harris presented the May bank reconciliation and May appropriations reports and asked council to sign off on them; both motions carried 6-0. Harris reported combined account balances of $831,959.64 across primary checking, money market and STAR Ohio accounts. He also reminded council of a $3,836 NOPEC grant balance and that at least $447 must be spent by Nov. 30, 2026 or be forfeited.
Allan Michelson conducted the first reading of Resolution 523-26, “a Resolution to adopt a Cybersecurity Program,” and the council voted to waive additional readings and adopt the resolution as an emergency 6-0. Michelson then read Ordinance 917-26 to set permanent appropriations; the council similarly waived readings and adopted the ordinance as an emergency (motions by Barb Hunter, seconded by Tamitha Sorgi; votes 6-0). Harris said the legislation and a first draft of a high-level information security policy were distributed in pre-meeting packets and that the draft had been reviewed by a Public Entities Pool cybersecurity specialist.
On infrastructure spending, Al Horning moved to award the Phase 10 street-construction contract to Dirt Dawg for $960,948; Barb Hunter seconded and the motion passed 6-0. Horning said the county will start work on water lines with a target completion for Phase 10 in November.
Other voted items included approval of the May minutes and authorization of payment for June bills (adjusted to $32,447.99). Harris told council the 2024–25 financial audit will begin this week and that auditors will likely request records and support documents over the next month or two.
Council members emphasized that the cybersecurity policy is a first draft and that more revisions are expected to meet Auditor of State requirements. The meeting closed after routine announcements; Mayor Joanne Dodaro scheduled a memorial service for resident Bob Garner on June 28.
